Duties

As a Management Analyst at the GS-0343-11/12 grade level, some of your typical work assignments may include, but are not limited to the following:

  • Conducts evaluations of ongoing NASA functions to ensure the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced.
  • Prepares written documents (including work papers and detailed audit, policy analysis, and/or performance evaluation reports) that provide findings, guidance, and recommendations to a wide range of audiences.
  • Informs the work assignment supervisor of the progress of the assignment, identifying potentially controversial matters or far-reaching implications as appropriate.
  • Presents findings and recommendations on complex issues or problems impacting major programs.
  • Conducts research, planning and assessments of NASA's program, products and services within specified areas of responsibility.
  • Recommends actions necessary to maintain or improve program/project/organizational efficiency and productivity that result in changes or improvements in organization, staffing, work methods, and procedures.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify at the GS-11 grade level based on experience, you must meet the following:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing the following duties:

  1. Analyzing and evaluating on a quantitative or qualitative basis the effectiveness of program or project operations in meeting established goals or objectives;
  2. Conducting fact-finding interviews to obtain information about organizational functions and work procedures;
  3. Preparing written technical data summary documents and/or policy analysis reports that support findings, guidance, and/or recommendations which improve compliance with applicable laws, regulations, or guidelines; AND
  4. Performing research and analysis to improve program efficiency.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education or completion of all requirements for an LL.M., if related. leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Policy, Public Administration, Finance, Economics, Political Science, or other directly related field.

Combination:** You must have a combination of the specialized experience and graduate level education as described above that totals 100% when combined. You must have a combination of the specialized experience and graduate level education as described above that totals 100% when combined. To calculate your combination, first determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of 2 years (36 semester) hours may be combined with experience at the GS-11 level.

To qualify at the GS-12 grade level, you must meet the following:

You must have at least one year (12 months) of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties:

  2. Conducting fact-finding interviews to obtain information about organizational functions and work procedures;
  3. Preparing written documents, including policy analysis and/or performance evaluation reports that provide findings, guidance, and/or recommendations that improve the efficiency and/or compliance with applicable laws, regulations, or guidelines.
  4. Performing research and analysis to improve program efficiency; AND
  5. Presenting via oral communication analysis results that support changes/improvements in organizational policies/procedures to stakeholders at various levels of an organization.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. However, for the GS-12 grade level there are no substitutions.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs. These education credentials must be deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. All degrees must have been received in the year of, or any year subsequent to the original date of accreditation.
