Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serve as a technical liaison between mission and mission support customers and Agency IT service providers.
  • Serve as a technical integrator for a variety of service lines provided end-user, collaboration, and services to create an integrated user experience.
  • Monitor the performance and delivery of IT contractors performing center-funded work.
  • Initiate investigations and studies to find IT solutions to critical problems that impact the Agency's missions and operations.
  • Partner with IT business relationship managers (BRMs) to discover and write technical and integration requirements based on stakeholder requirements.
  • Ensure solutions effectively meet stakeholder requirements, are secure and reliable, and are fiscally and technically maintainable through verification and validation.
  • Troubleshoot, problem solve, and perform root cause analysis for technical issues and complex process deficiencies.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Working within a team on the implementation of Information Technology (IT) for an organization which may include: data networks, telecommunications, collaboration platforms, asset management, and audio/video solutions;
  • Providing customer support to identify IT solutions for organizational communication requirements; and
  • Writing and developing technical specifications, designs, and models for IT processes.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Planning or leading a project or team in the implementation and maintenance of Information Technology (IT) which may include: data networks, telecommunications, collaboration platforms, asset management and audio/video solutions;
  • Providing guidance during root cause analysis for problems that arise with IT solutions; and
  • Reviewing and approving technical specifications, designs, models for IT processes.

AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
