Lead Electronics Engineer, AST, Electronic Instrumentation Systems

Duties

• Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
• Develops electromagnetic interference/electromagnetic compatibility (EMI/EMC) testing requirements, procedures, and methodologies for in-house spaceflight and development projects to ensure compatibility with operational environment.
• Operates state-of-the-art semi-anechoic EMC test facility, analyzes the test article, and determines appropriate methodology and test conditions/setup to meet applicable requirements.
• Performs EMI/EMC testing of aerospace hardware. Monitors and analyzes electromagnetic performance as it applies to system performance and applicable standards.
• Analyzes test data, evaluates hardware performance, and provides verifications of hardware based on operational and safety requirements. Reviews data to ensure accuracy and fidelity.
• Represents the EMC test facility by participating in multidisciplinary teams to communicate capabilities for the development of EMC test requirements and criteria.
• Orchestrates EMC test facility team including technicians and engineers in the development of test methods and performance of EMC testing. Implements test facility hardware and automation software including meeting unique project requirements.
• Performs platform-level in-situ (space and aircraft) EMI/EMC testing and radio frequency interference (RFI) investigations.
• Provides formal briefings to personnel, supervisors, or peers regarding technical engineering issues, analyses, and recommendations. Makes clear and convincing oral presentations. Listens effectively and clarifies information as needed.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level in the federal sector:

• Performing electromagnetic interference/electromagnetic compatibility (EMI/EMC) testing of electronic hardware;
• Implementing EMC test procedures utilizing typical EMC test equipment such as spectrum analyzers, EMC receivers, antennas, and amplifiers;
• Evaluating test results and providing written test reports to stakeholders.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level in the federal sector:

• Leading electromagnetic interference/electromagnetic compatibility (EMI/EMC) testing of hardware through a project lifecycle; independently monitoring and analyzing electromagnetic performance as it applies to system operation and in accordance with applicable standards, such as MIL-STD-461, RTCA-DO-160, etc.;
• Providing subject matter expertise in the design, development, and performance of hardware to assure system performance meets EMI/EMC requirements;
• Developing innovative approaches to EMI/EMC testing when confronted with ground-breaking spaceflight components that prove too challenging to evaluate with standard techniques.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
