Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provide financial management support to the establishment of program objectives, and responsible for the application of financial management techniques in the accomplishment of those objectives.
  • Identify relationships between projected major program changes and the projected budget.
  • Forecast shortfalls and actions necessary to accommodate changes; prepares special analyses of fund expenditures as necessary.
  • Evaluate the effect of cost and program changes on the budget execution process; review and coordinate accounting records, allocations and operating budgets.
  • Monitor, track and report on program commitments, obligations and costs; assure program funding data are entered into agency financial systems correctly; conduct annual year-end closing activities and reconcile with accounting records.
  • Prepare budget estimates for major substantive or administrative internal operating programs; review funding and spending data to develop cost information reflecting operating expense trends.
  • Prepare annual budget formulation documents in final form and ensures that all reconciliations are made as to workload data, accuracy, distribution of programs, etc.
  • Analyze and develop cost data for operating programs utilizing a variety of sources; conduct cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions and financial resources.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:

  • Assisting in preparing budget estimates for an operating program;
  • Assisting in the processing of financial transactions and preparation of financial reports using automated tools such as SAP;
  • Assisting in the performance of various financial functions in compliance with guidance and regulations.

OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL.B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:

  • Developing budget estimates for an operating program;
  • Assisting in cost information reviews and processing financial transactions using automated tools such as SAP;
  • Assisting in the development of financial or resource assessments while executing solutions to financial or resource issues.

OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

  • Developing budget estimates and annual budget formulation documents for major internal operating programs;
  • Developing cost information for a broad operating program;
  • Applying budget processes and associated policies/regulations to formulate, execute and analyze budgets;
  • Preparing financial spreadsheets, charts and graphs, such as development of formulas, pivot tables, dash boards and data analytics techniques.
