General Engineer AST - Flight Systems Training and Operations

Duties

• Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
• Serves as a technical lead participating on teams responsible for mission planning, crew training, and real-time human space flight activity execution.
• Responsible for informing management on strategic direction for the International Space Station, Commercial LEO, and Artemis Missions.
• Represent the directorate and branch to Programmatic Stakeholders providing technical Systems Matter Expert level expertise for areas of responsibility.
• Coach and mentor team members, provides technical training and assists with certification of space flight crews and personnel through briefings, classroom instruction, mission simulators, and other specialized facilities and trainers.
• Develop operational concepts, plans, procedures, training materials, and real time support requirements for spacecraft hardware and software systems for human space flight, robotic space vehicles, space walks, and space-based science instruments.
• Build consensus and fosters communication between team member, branches, flight control disciplines, and directorates/programs.
• Conduct engineering analysis to develop and validate procedures for human space flights, to analyze and respond to change requests, to produce procedures, to identify potential in-flight malfunctions and contingencies, and to develop execution plans.
• Coordinate between flight crew, flight control, engineering, Commercial/International partners, and other stakeholders.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-11, you must have:
a) You must have one year of directly related specialized experience equivalent to the GS-09 level in the federal sector:

• Creating basic troubleshooting processes, failure identification, understanding impacts, and identifying work
  arounds; troubleshooting technical issues and executing technical products.
• Identifying personal or team level areas of improvement to increase efficiency and take action on communicating
  and creating initial proposals for solutions.
• Coordinating resolution of issues, planning, product development, training events, and/or real time support across
  management and team.

OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of graduate education in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level in the federal sector:

• Assisting in the development of troubleshooting processes, failure identification, understanding impacts, identifying
  work arounds; in addition to technical and training solutions and assisting in responding to technical challenges.
• Identifying personal, team, or branch level areas of improvement for increased efficiency and participating and/or
  leading in implementing branch level improvements.
• Coordinating resolution of issues, planning, product development, training events, real time support across
  management, a team, and/or Directorate.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level in the federal sector:

• Providing technical expertise to accomplish tasks and/or resolve issues pertaining in maintenance techniques, space
  walks, or robotics; performing advanced, integrated troubleshooting procedures and recommending a forward path on
  technical challenges for the program.
• Resolving organizational challenges and leading efforts to improve processes or increase efficiency at the Branch
  level or higher.
• Coordinating resolution of planning, product development, training events issues and, support across a Directorate,
  Branch and/or Program and their management teams.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
