Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Support the NASA-wide Office of General Counsel (OGC) legal enterprise as part of the Property and Environmental Law Core Legal Function (PECLF), providing advice on a wide variety of legal issues in support of the PECLF.
  • Provide legal advice and counsel on environmental law, including advising on application of applicable state and federal environmental statutes, regulations, and policy on federal property, including on property leased by commercial entities.
  • Furnish legal advice to HQ and agency-wide offices on complex environmental matters, including the need for Environmental Impact Statements, participating in pollution cases, contact with the Environmental Protection Agency and state/local agencies.
  • Directly support environmental matters, and serve as the principal legal counsel in the assessment of requirements related to the development of Agency wide policy on the detection, characterization, delineation, and remediation of PFAS.
  • Furnish legal advice on the Comprehensive Environmental Response, Compensation, and Liability Act, the Safe Drinking Water Act, the Resource Conservation and Recovery Act, the Clean Air Act, and other environmental statutory authorities.
  • Represent the agency in direct negotiations and discussions with opposing counsel and coordinates with and assists the Department of Justice in administrative and court litigation arising from NASA environmental law matters.

Qualifications

Basic Requirements for all grade levels: Applicant must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court.

You must meet the basic requirement for all grade levels. In addition, one of the following requirements must be satisfied:

To qualify at the GS-13 grade level, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Providing advice and guidance related to environmental law to clients, management, or agency officials;
  • Providing litigation support including document production, preparation of administrative record(s), drafting of litigation holds and litigation reports, assisting in research and development of motions, briefs, and defenses and;
  • Interpreting the Administrative Procedure Act and applying it to environmental compliance requirements and agency responsibilities thereunder.

OR

A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.

To qualify at the GS-14 grade level, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Serving as a senior advisor in providing advice and guidance related to environmental law to clients, management, or agency officials;
  • Managing all aspects of matters in litigation including coordinating document production, preparation of administrative record(s), drafting of litigation holds and litigation reports, and overseeing the research and development of motions, briefs, and defenses and;
  • Developing administrative rules and policy to implement requirements associated with environmental compliance.

OR

A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
