Summary

We have a current opportunity for a Subcontract Administrator / Senior Buyer located at our facility in Goleta, CA. In this role you will be responsible for purchasing highly complex or unusual, technical, or high value materials, supplies, or services. Leads aspects of strategic sourcing, which may include Statement of Work (SOW) and Request for Proposal (RFP) preparation, proposal evaluation, price/cost analysis, contract negotiation, supplier management, and contract administration.

Responsibilities

  • Participate in cross functional team to define supplier selection criteria.
  • Establish and maintain formal agreements (Purchase Orders/Subcontracts) with suppliers.
  • Generate Purchase Orders within ERP system.
  • Incorporate customer or internal changes into the formal agreements.
  • Manage supplier performance during the performance period, including but not limited to following-up on orders placed to verify delivery and/or resolve any contractual issues.
  • Generate and maintain procurement BOM lists and track procurement status / supplier status and generate metrics for program management.
  • Develop, document and implement supplier negotiation strategies.
  • Participate in supplier development activities including pricing agreements, standardization, and continuous improvement actions.
  • Oversee and/or conduct supplier site visits as necessary.
  • Other duties as assigned.

Ideal Experience

  • Bachelors degree in Business, Economics with a minimum of 5 years of related experience in Aerospace or Manufacturing, or, 10 years of related experience in lieu of degree.
  • Experience in contract administration, subcontract administration, or procurement/purchasing.
  • Experience preparing Request for Proposals (RFPs) utilizing Specifications, Statements of Work, and Terms and Conditions.
  • Prepares and documents cost/price analysis, delivery and compliance in support of supplier selection and negotiations.
  • Fact-find and negotiate with suppliers on price, schedule, terms and conditions, and any other contractual requirements.
  • Experience Generating Purchase Orders.
  • Ability to compile information and make decisions.
  • Knowledge of government contracting requirements and regulations (e.g., FAR/DFAR, ITAR, EAR).
  • Excellent organizational skills and attention to detail.
  • Proficient in Microsoft Office Suite or related software.
  • US Citizen (Green Card or Visa sponsorship not accepted).

  • Extensive knowledge of contract principles and procedures
  • Experience in an MRP system
  • Ability to read technical drawings and documents
  • Excellent verbal and written communication skills
