At Maxar, our next generation spacecraft range from Earth observation to interplanetary missions, including NASA's Artemis Program Lunar Gateway Power and Propulsion Element (PPE).

We are currently seeking an experienced Proposal Project Engineer to join our growing Space Program Delivery team. In this role, you will support the development of Avionics/Power budget, cost models and proposals, and will manage and oversee day-to-day proposal support of Civil, National, and Commercial space opportunities. Competent engineering skills, understanding of spacecraft design, and some experience in estimating cost and schedule for proposals is preferred and fundamental for this position. Similarly, solid communication and organization qualities, and initiative to coordinate across functional teams with efficiency is needed to succeed in this role. This role may be performed remotely within the U.S.

Responsibilities:

  • Coordinate with cross-functional teams (Program Management, Engineering, Operations, Business Development, Contracts, and Finance) to deliver compliant, professionally produced proposals in accordance with customer-defined requirements and timelines
  • Conduct proposal planning/scheduling, detailed ROM/RFI/RFP analysis, and proposal kick-off for Avionics/Power teams, including providing small group and one-on-one guidance to team members and leading the team through proposal development to final delivery
  • Work closely with Advanced Program Managers to develop Basis of Estimates (BOEs)
  • Work with cross-functional teams to compile cost elements and compute cost estimates for labor, subcontractors, material, equipment, service, production, and other direct costs in accordance with ROM/RFI/RFP requirements as submitted by prospective customers
  • Examine and assess data from a variety of sources, ranging from competitor pricing data to customer segment profiles and cost data
  • Support the development of written cost and price narratives for inclusion in proposal submissions
  • Develop and maintain Avionics and Power pricing models and cost data, and put processes in place to ensure accurate new business forecasting
  • Maintain knowledge and stay abreast of developments in industry via information obtained from publications and services, government agencies, company sources
  • Acquire and execute expert level knowledge of internal estimate gathering processes and pricing tools, as well as external Government contracting regulations e.g. FAR
  • Interface with, and support both internal and external customers in support of post-proposal submission audit, fact-finding, and negotiations.
  • Frequently manage and lead multiple proposals simultaneously

Minimum Requirements:

  • Must be a U.S. citizen or permanent resident
  • Bachelor's degree in engineering, physics, mathematics, computer science or a related field plus 8 years of relevant professional experience. 4 additional years of experience may be substituted for a bachelorโ€™s degree. A Master's degree can replace two years of relevant experience
  • Electrical engineering or hardware supplier management experience
  • Experience compiling cost elements in the development of proposals in accordance with ROM/RFI/RFP requirements
  • Experience computing cost estimates for manufacturing and engineering labor/non-labor based on ROM/RFI/RFP requirements as submitted by prospective customers
  • Experience working in a fast-paced, sometimes ambiguous proposal environment, collaborating with capture and proposal teams to develop pricing and win strategies while ensuring compliance and schedule adherence
  • Ability to use standard English writing styles and structures to write proposal sections, including the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals, etc.) into a cohesive and persuasive final submission

Preferred Qualifications:

  • Solid understanding of the Federal Acquisition Regulations (FAR), including BOE requirements, and various contract types: FFP, FPI, Cost-Reimbursement, T&M, IDIQ
  • Some experience using cost estimating tools such as ProPricer
  • Experience engaging with suppliers and analyzing suppliers' operations to determine factors that affect prices
  • Advanced programming and/or Excel/Database skills including Pivot tables, macros, etc.
  • Familiarity with satellite avionics and/or power design and test obtained through educational training and/or on the-job experience in a related field
