We’re on the hunt for a Subcontract Program Manager on our Geointelligence team at either our Richmond, B.C., or Ottawa, Ontario office.

Our mission is to turn data into insight. From detecting changes in fragile ecosystems to monitoring northern ice floes and shipping routes, our near-real time data of Earth observation and the environment makes our Geointelligence team a leader in geospatial imagery, ground stations, enterprise geospatial systems and defense programs.

We are looking for a proven Subcontract Program Manager to join our team. This will be an exciting opportunity to work with our customers, suppliers, project teams, and demonstrate leadership through ownership of the subcontract of a large complex system.

The Subcontract Program Manager will act as the subcontract program management lead for subsystem(s) being procured by MDA for the Canadian Surface Combatant program.

You will leverage your program management knowledge and experience. You understand the importance of productive relationships, actively seek information, confirm understanding and constructively resolve issues.


As a Subcontract Program Manager, you will establish ownership of a subcontract and support all phases of subsystem procurement activities, including:

  • Support solution definition to address customer requirements
  • Ownership of proposal activities, including preparation of cost estimates
  • Support subcontract Request for Proposal (RFP) preparations through of the Statement of Work (SOW) Instructions to Bidders (ITBs), proposal evaluation frameworks, negotiation plans and strategies
  • Analysis of RFP responses and recommend a vendor
  • Support subcontract negotiations
  • Manage the selected vendor through all phases of the procurement, from requirements to acceptance to in-service support
  • Own the vendor relationship
  • Own the development and management of the SOW, WBS, WBS Dictionary and Subcontract Master Schedule
  • Develop a Subcontract Management Plan (SMP); maintain the SMP and ensure compliance
  • Develop a vendor SWOT assessment; maintain a view of vendor capabilities and capacities
  • Develop a vendor performance management plan, with Key Performance Indicators (KPI), and action this plan
  • Work with the vendor to maintain SOW obligations
  • Work with the vendor to support Quality Assurance process and capability audits
  • Work with the vendor to manage any change to the technical, schedule, or cost baseline
  • Work with the vendor and internal stakeholders to proactively manage risk; track external and internal component risks, issues and actions
  • Work with the vendor and internal stakeholders to manage any dependency
  • Attend formal reviews and witness formal acceptance tests
  • Support product (or service) transition into operations

Experience & Skills

  • A University degree in Business, Engineering, Applied Science, Science, or other field from an accredited institution
  • 5+ years  direct program management experience with demonstrated commitment to success delivering complex equipment and support solutions
  • Single point of accountability leadership for the delivery of complex defence equipment systems valued at greater than $25M.
  • Experience drafting and managing SOWs, WBS and master schedulers including milestone payment plans
  • Experience negotiating and implementing contract changes
  • Experience setting and achieving orders, revenue, cash and earnings targets.
  • Exceptional leadership and interpersonal skills, persuasive yet diplomatic
  • Excellent negotiation skills
  • Excellent verbal and written communication skills
  • Positive, team-friendly attitude
  • Willingness to learn
  • Able to work under pressure to meet time critical deadlines
  • Able to work within a large organization and understand dependencies and stakeholder needs


  • Project Management Certification (PMP) or working towards.
  • Experience in defense and aerospace industries working with customers such as the Department of National Defense and the Canadian Space Agency

Comments/Special Considerations:

Successful candidates must obtain and hold Secret Level Clearance, and pass security assessment for the Controlled Goods Program (CGP) and ITAR.
