Summary:  This position will work on-site at our headquarters in Houston, Texas and will work with the Project Planning & Controls Team. This position will monitor, evaluate and analyze project costs for human spaceflight systems..

DUTIES & RESPONSIBILITIES

• Develop, document, and implement project resource & cost management tools, practices, processes, templates, training & communication to support human spaceflight programs

• Monitors, evaluates, and analyzes project costs directly supporting human spaceflight programs

• Driving the establishment of program cost budget baselines that are reflective of program scope and schedule commitments

• Applies project financial standards, and processes in support of multiple projects and works closely with Project Leads, Subsystem Managers, Control Account Managers and Program Managers to assist with scope, schedule, financial baselines, EAC's, forecasts, trends analysis, and customer reports

• Supports and presents data and reporting for all types and levels of program and functional reviews (Team, Department, Program, Organization)

• Significant interaction with Program Managers, Project Teams, P6 Analysts, Integrated Master Schedule (IMS) Analysts, Enterprise Resource Planning personnel, and Finance personnel

• Analysis of project actuals, programmatic priorities, procurement status, resource availability, performance to baseline, and applicable trends pertaining to costs

• Ensuring near-term project forecasts are executable with current resources and long-term project forecasts show resource demand so business can hire in time to execute scope

• Assists Program Managers, Project Leads and IMS Schedule Analysts in establishing future budgets, operating the project within authorized amounts and documenting changes to that budget via a Baseline Change Request

• Utilize IMS and Jira systems to gather data required to manage project plans

• Be able to manipulate data to produce analysis that identifies adverse trends/variances and drives corrective behaviors

• Conducting what-if scenarios and program replans for proposed and approved scope changes

• Present cost budget plans, forecasts, variances, risks, analysis & reports at monthly program performance reviews with program management

• Participate in change control boards, administering approved baseline change updates

• Provide guidance, mentoring and training of PP&C Cost Management practices to PP&C and Program Management teams

QUALIFICATIONS:

Education & Experience

• Bachelor’s degree in Finance, Business or another technical field

• 10 years of Cost Analyst experience, or a background in financial analysis and/or budget management preferred

• Strong working understanding of Deltek CostPoint and Primaver P6 preferred

• Experience in Program Planning and/or Program Cost Management

• Prior experience supporting Aerospace or Defense contracts/projects preferred

• Knowledge of Program Management standard methodologies preferred

• Strong background in Microsoft Excel (VBA, Macros, Power Query, Power Pivot)

• Advanced working PC knowledge of MS Excel, MS Word, MS PowerPoint, and other common office environment software packages

•  Ability and willingness to learn new programs (Confluence, SharePoint, Citrix ShareFile, Jira, etc.)

• Strong analytical skillset and high attention to detail

• Excellent written communication and presentation skills

• Self-starter, with a strong bias for action

• Ability to develop cost and resource planning tools, practices and processes

• Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion

• Must be able to develop presentations on demand and produce quality results

• Must be motivated and possess excellent written and oral communication skills
